With over 1,000 pledges from over 492 entities across 150 countries, the Partner2Connect (P2C) Digital Coalition continues to drive meaningful change in the digital landscape. P2C Flash is a monthly publication dedicated to showcasing these contributions, from inspiring impact stories and government initiatives to local innovations and new pledges, all with the goal of fostering a global community united by the mission of universal meaningful connectivity. Welcome New Pledges
United Nations Industrial Development Organization (UNIDO): Scaling up AIM Global, the Global Alliance on AI for Industry and Manufacturing
AIM Global, the Global Alliance on AI for Industry and Manufacturing, serves as UNIDO’s flagship platform to advance the responsible development and deployment of AI and frontier technologies in industry and manufacturing. The platform convenes over 200 members from governments, industry leaders, private sector partners, academia and civil society across over 70 countries to support sustainable industrial transformation, expand inclusion in and benefits from the digital economy for all, reduce digital divides and promote ethical and fair access to AI. AI is a game-changer, and collaboration between the public and private sectors is critical to its successful deployment.
UNIDO pledges to further expand the global member base and impact of AIM Global by closely collaborating with the Partner2Connect (P2C) Digital Coalition, as well as the wider P2C community and its network of pledgers.

CTM360: Empowering Least Developed Countries with Continuous Attack Surface Monitoring and actionable threat intel
CTM360 pledges to strengthen cyber resilience across Least Developed Countries (LDCs) and Small Island Developing States (SIDS) by equipping national cybersecurity agencies (CERTs) with free access to CTM360 from 2024 to 2026. Under the scope of ITU’s Cyber for Good initiative, CTM360 provides External Attack Surface Management (EASM), Third-Party Risk Management (TPRM), etc. These capabilities deliver continuous visibility into organisations’ external attack surface and assets, identify vulnerabilities, and prioritise remediation, enabling organisations to improve their security posture scores, maintain oversight of government entities and critical national infrastructure (CNIs), and upskill through CTM360 Academy certifications.
Implementation is progressing strongly, with 26 LDCs and 5 SIDS actively engaged through their national agencies. CTM360 has delivered over 11 webinars, coordination calls, and direct technical support sessions to drive effective platform adoption and measurable improvements in cyber risk scores. To date, 31 strategic partnerships have been established with CERTs and regulators across Africa, Asia, and the Pacific, reinforcing both regional collaboration and national cyber resilience.
CTM360’s next step is to expand to more LDCs and SIDS, helping government entities strengthen cyber resilience through measurable Cyber Resilience Scores, continuous threat intelligence, and nationwide visibility. Capacity-building webinars and the free Community Edition platform provide immediate tools and guidance for managing digital presence and fostering adoption. United States Telecommunications Training Institute (USTTI): Building Global Capacity for a Resilient Digital Future
The United States Telecommunications Training Institute (USTTI) is driving meaningful connectivity through intensive capacity-building initiatives designed to empower leaders in developing countries. The USTTI has successfully completed two significant programmatic pledges and delivered critical training to regulators and industry representatives from across the globe. In collaboration with its partners, the USTTI facilitated the training of 38 officials representing 24 countries, delivering comprehensive instruction on emergency communication networks, regulatory best practices, strategies for advancing digital inclusion, expanding connectivity, and the introduction of emerging technologies.
A notable outcome of this collaborative spirit is the co-creation of the AI Playbook for Small States, spearheaded by Singapore and Rwanda with contributions from 24 other small nations. Learn more about the AI Playbook here.


Pledge Highlights: Access For All
The Pledge Highlights: Access For All emphasises the shared global commitment to expand inclusive digital infrastructure, ensure affordability, and strengthen cybersecurity as essential pillars of meaningful connectivity. By extending broadband networks and mobile coverage to underserved areas, promoting fair and inclusive access to the internet and devices, and building secure, resilient systems that protect users, this collective effort drives sustainable digital transformation.
Globalstar has achieved a significant milestone in its USD 2 billion pledge to P2C, originally announced in March 2025. The company has now surpassed 50 per cent of its commitment, investing over USD 1 billion to strengthen its global satellite network and expand broadband and IoT connectivity worldwide. The initiative includes commissioning new replacement satellites for its existing constellation and building out both space and ground segments designed to deliver higher capacity, greater resiliency, and enhanced support for data-driven applications worldwide. This substantial progress fuels the expansion of Globalstar’s low Earth orbit satellite infrastructure and the global deployment of its third-generation C-3 system.
Additionally, Globalstar has announced ground-station construction projects at 14 sites across 8 countries and 4 continents, reinforcing its global footprint. This expanded infrastructure is critical for strengthening network reliability and extending broadband and IoT connectivity capabilities, particularly for users in remote or underserved regions.
Ministry of Communication and Information Technology of Tanzania: Connecting over 4 million people in rural areas by 2025
Tanzania is making strides toward digital inclusion with its commitment to connect over 8 million people in rural areas by 2025. Through the Universal Communications Service Access Fund (UCSAF) and the World Bank’s Digital Tanzania Project, the government is investing USD 30 million to subsidise telecom operators, expanding infrastructure in remote and underserved communities.
The project comprised the construction of 758 new cellular base stations and the upgrading 304 existing 2G towers to support 3G/4G technologies. The deployment was designed to extend reliable ICT service coverage to previously unserved and underserved communities. The project was completed in December 2025 and is currently fully operational.
With the project underway, this initiative is a crucial step in bridging Tanzania’s digital divide, fostering economic growth, and integrating rural populations into the digital economy. As connectivity expands, businesses, schools, and individuals in these regions will gain access to essential digital services, enhancing social and economic opportunities.

Pledge Highlights: Digital Inclusion
The Pledge Highlights: Digital Inclusion spotlights initiatives that bring marginalized groups, including women, youth, rural populations, and persons with disabilities, together. By advancing connectivity, skills, and participation for all, these commitments embody the collective drive to close the digital divide and foster inclusive growth.

YMCA & HP: Empowering Tomorrow’s Leaders with Digital Skills Today
YMCA and HP are joining forces to redefine the future of work for young people globally. Through enhanced connectivity, digital skills training, job readiness programs, and the inclusion of underserved populations, YMCA and HP are actively working to bridge the digital divide across over 28 countries. This collaboration is anchored by the creation of 520+ community-based digital hubs, serving as local access points for learning, upskilling, and digital inclusion. Within innovative upskilling programs and digital equity initiatives, this initiative is equipping young people with the tools and opportunities needed to thrive in an increasingly digital world.
This joint pledge targets explicitly youth, women, and displaced people, plus indigenous communities, to ensure that progress is truly inclusive. To achieve this scale, the YMCA welcomes collaboration with governments and the private sector to expand financing and human capital.
Asia-Pacific Institute for Broadcasting Development: Empowering Communities Through Media and Digital Advocacy
The Asia-Pacific Institute for Broadcasting Development (AIBD) has pledged to train over 1,000 media practitioners across the Asia-Pacific region to champion media literacy, digital literacy, and online safety as part of strengthening trusted digital media ecosystems. Through regional training programmes, workshops, and collaborative initiatives, AIBD supports public service media organisations and broadcasters in addressing misinformation, promoting responsible digital engagement, and enhancing audience awareness of online risks. Building on initiatives such as the ASEAN-focused training module on combating fake news, digital transformation dialogues at the Asia Media Summit, and specialised capacity-building programmes on cybersecurity awareness and ethical digital communication, AIBD empowers media professionals to become advocates for safer and more inclusive digital environments.
Key outcomes include increased integration of media literacy into public service broadcasting content, cross-border knowledge sharing among ASEAN member states, and the development of practical training resources used by national broadcasters and communication agencies. By strengthening professional capacity and fostering regional collaboration, AIBD contributes to more resilient information ecosystems and supports communities in navigating the digital space safely and responsibly.
